MUNICIPALITY OF BRYSON
Regular meeting of the Municipal Council of Bryson held February 12th, 2023 at 7:00 p.m. at the Municipal Office located at 833 Principale Street, Bryson, QC.
Present: Mayor Alain Gagnon, Pro-Mayor Dave Miljour, Councillors Joanne Ralston, Jian Zhang, Serge Lance, Wayne Cameron, Marc Gauthier and.
Also present is Vanessa Dagenais, the Director General, Clerk – Treasurer
Quorum is met and Mayor Gagnon presides over the meeting.

1. OPENING OF THE MEETING Mayor Gagnon called the meeting to order at 7:00 p.m. Conflict of Interest Statement – A conflict of interest occurs when elected officers are placed in a situation of having to choose between their personal interests, or those of their entourage, and the public interest. The conflict-of-interest sections of the Act respecting municipal elections and referendums are designed to ensure that the decision-making process on a municipal council is not tainted by personal considerations.
3. ADOPTION OF THE MINUTES IT WAS MOVED by David Miljour and unanimously resolved to adopt the minutes of January 15th 2024. Carried 4. MATTERS ARISING FROM THE PREVIOUS MEETING 4.1 Sale of a portion of lot 3 552 041. CONSIDERING that lot 3 552 041 belongs to the Municipality of Bryson WHEREAS lot 3 552 041 is retained as a road access for possible future development WHEREAS the Municipality of Bryson has the power to dispose of the property and manage all municipal roads and allocations at its own discretion; WHEREAS the road access is undeveloped and based on an on-site review by Council, the road allowance is not a viable access to any of the adjacent properties; WHEREAS parcel 3 511 715 is not constructible without the additional land represented by the access; WHEREAS the proposed sale price of $4.00 per square metre is considered reasonable according to Exhibit B; WHEREAS the purchase contract will require the buyer to pay all costs for surveys, transfer fees and notary fees; IT IS PROPOSED by Serge Lance and unanimously resolved that part of Parcel 3 552 041 be sold to Meghan Griffin and Luc Danis. Carried 5. MAYOR’S REPORT Mayor Gagnon provided his monthly activity report. 6. QUESTION PERIOD (public) Council members were able to answer questions from the citizens present. 7. CORRESPONDANCE AND INFORMATION No correspondence points 8. ADMINISTRATION 8.1 2023-2024 financial assistance agreement – school break daycare project. WHEREAS the Ministère de la Famille (Ministère) has developed and implemented the Programme de soutien à des projets de garde pour la relâche scolaire et la période estivale 2024 (Program), which aims to support new projects or enhance the existing daycare offer for school-age children, during the 2024 school break and summer period, in order to promote a better balance of family and professional responsibilities for parents of school-age children; WHEREAS the Municipality of Bryson has submitted a request to the Ministry for financial support in 2023-2024 for a project to increase the supply of daycare for school-age children during the summer period and major school breaks; WHEREAS this request has been accepted by the Ministère. ON THE PROPOSAL OF Councillor Wayne Cameron. SECONDED BY Mr. Serge Lance, Councillor IT IS RESOLVED unanimously by the members of the Municipal Council
Carried 8.2 New municipal tax payment dates.
IT IS PROPOSED by David Miljour and unanimously resolved that the new payment dates for municipal taxes be as follows; April 1, 2024, June 1, 2024, August 1 and October 1. Carried 9. FINANCES 9.1 Accounts Payable As confirmed by the accountant, Gerard Labelle CGA, I, Vanessa Dagenais, Director General and Clerk-Treasurer, certify that there are sufficient funds to pay the invoices received in the amount of 154,774.67 $. IT IS PROPOSED by Jian Zhang, and unanimously resolved, that the invoices received in the amount of $154,774.67 be paid. Carried
9.2 Approval of budget rates The Budget was prepared in working meetings on December 21, 2023. 9.3 – Plaques for B.GC.P. IT WAS MOVED by Joanne Ralston and unanimously resolved to purchase 14 plaques for years of service as a volunteer firefighter. Carried 10. NEW BUSINESS 10.1 CIMA+ Residual capacity study Awaiting response from TECQ. 11. MEETINGS AND COMMITTEE REPORTS Councillors provided an update on their respective portfolios. 12. OTHER 12.1 PAFIRSPA IT IS PROPOSED by Joanne Ralston and duly seconded by Wayne Cameron: THAT the Municipal Council support the Bryson Recreation Association’s project for sports nets around the entire baseball field so that the latter may benefit from financial assistance from the Ministère de l’Éducation under the Programme d’aide financière aux infrastructures récréatives, sportives et de plein air. THAT the Municipal Council undertake to enter into a service agreement with the Bryson Recreation Association for sports nets surrounding the entire baseball field, so that the latter may be accessible to the entire population. Carried 13.
